That threshold was actually super simple - if we had more than 1000 wishlists from players located in non-english speaking countries, that countries' language would get added to the pool of localization. With that in mind, a very considerate (and realistic) metric was defined in order to garner and measure the demand for each language to be added into the game - which then requires a team of super smart humans who can speak and write in several languages to be paid to translate the thousands of words in the game. With the important context that we are a small team of 4 (mostly human) developers, we depend on the help of our super awesome partnerships (without whom we would not have been able to create our brave little vampire!) on more than a few aspects, of which localization is a part of.
